Diablo 4 Item drop requires your level to wear, max is 100. Why? If I find an 820 item as soon as I enter t4 at level 60, it will take level 60 to wear it. Awesome, I can use it now or can give it to a surrogate or trade it.
If I find an 800 item at level 100, it will claim level 100, even though it has less power than the previous item. It's pretty useless, by 100 I've found the best one for each and no one else 100 years old wants that for the same reason.
It doesn't make sense for items to arbitrarily require your level to wear when they drop. The item level requirement has nothing to do with strength and is based entirely on your own level when dropped. This is extremely annoying and means that as you get to a higher level your items will be of LESS value as your friends, Diablo 4 gold trades or substitutes will be less likely to use them.
Occasionally you get items for other classes. But why? I get a few more class items each run, but I'm level 90 or higher, what do I do with them? If I replace this class, he will almost certainly find a better item from this slot when he reaches 90 to use it. I think the system is really terrible and never works like any ARPG, and I don't understand why. Why does an item's requirement have nothing to do with strength and only care about your level when it drops? if I buy a vendor ring for 100, then I have to pay 100, even if the ring is bad and worth 600.
This is a good thing! This is a consequence of not binding the item's strength to the required level.
The required level does not reflect the item's strength. The strength of the item reflects the strength of the item. Its item strength determines the height of the accessory roll on the item. The level required is simply based on your level, it does not affect item accessories.
This means you can get the best drop items from level 60 to 100. Or whatever level you get into WT4.
You can hunt for the best items sooner!
You don't have to rush to level 100 just to get the best items. You only need to be at World Tier 4, or the highest difficulty level. Imagine how bad it would be if you had to reach level 100 for the best items to drop. It will suck.
So you can get your BiS item long before reaching level 100.
I believe this is a criticism for Diablo 3 as the best items only drop at level 70. So the items you get when you level up are useless. Level 70 is a requirement, people rush to 70 before they can farm for ingredients.
This system won't work in Diablo 4 because level 100 is not as accessible as level 70 in D3. So as long as you're in WT4, no matter what your level is, you can already start farming your late game gear.
